NOTICE OF SPECIAL CALLED MEETING
Notice is hereby given that the Stephens County Board of Elections and Voter Registration will hold a Special Called Meeting on Wednesday, July 29, 2026, at 1:00 P.M. The meeting will be held at the Stephens County Historic Courthouse, 37 W. Tugalo Street, Toccoa, Georgia 30577.
Purpose of the Meeting:
- To consider and adopt the Call for the November 3, 2026, Special Election regarding the local alcoholic beverage referenda.
- To conduct any other business that may properly come before the Board.

Stephens County AED Registry
Beginning July 1, 2026, Georgia’s Mason Sells AED Coordination Act (SB 399) requires organizations and individuals who possess Automated External Defibrillators (AEDs) to provide AED location information to their local Public Safety Answering Point (911 center).
To support this effort, Stephens County 911 is establishing a countywide AED Registry to help emergency telecommunicators quickly identify nearby AEDs during cardiac emergencies. When someone experiences sudden cardiac arrest, immediate CPR and rapid access to an AED can significantly improve survival outcomes.
AEDs are lifesaving devices designed to restore a normal heart rhythm during sudden cardiac arrest. By maintaining accurate location and accessibility information, Stephens County 911 may be able to direct callers to nearby AEDs while emergency responders are en route.
The legislation is named in memory of Mason Sells, a Georgia college student whose family advocated for improved AED awareness and accessibility across the state.
If your business, church, school, government facility, recreational organization, community group, or private residence has an AED, we encourage you to register it with Stephens County 911. Accurate registration helps ensure that dispatchers have the information needed to connect citizens with lifesaving equipment when every second counts.

Meeting Reschedule
The regular meeting of the Stephens County Board of Elections and Registration, originally scheduled for Tuesday, July 7, 2026, at 5:30 p.m., has been rescheduled.
The meeting will now be held on Tuesday, July 14, 2026, at 5:30 p.m. at the Historic Courthouse, 37 W. Tugalo Street, Toccoa, Georgia.

Press Release – Stephens County Implements Reduced Speed Limits on Portions of Historic Hwy 17
February 5, 2026
Stephens County has taken another step toward improving roadway safety as part of its ongoing efforts to reduce speed-related incidents.
On February 4, 2026, new speed limit signs were installed along portions of Historic Hwy 17, officially reducing the posted speed from 55 mph to 50 mph. The speed reduction was approved by the Stephens County Board of Commissioners at its January 13, 2026 meeting and is based on recommendations from an engineering traffic investigation conducted by KCI Technologies and based on state requirements. The study evaluated roadway conditions, traffic patterns, and safety considerations to determine the appropriate speed adjustment. The speed adjustment is now being implemented in accordance with the road safety recommendations from the professional investigation.
The updated signage has been fully installed and is now in effect. Stephens County is also awaiting approval from the state to add Historic Hwy 17 to the off-system radar permit, which would allow for enhanced speed enforcement once authorized.
County officials encourage motorists to observe the new speed limits and drive safely as these changes are implemented to improve overall traffic safety for residents and visitors.

Hours of operation for the remainder of the week will be 7:00 a.m. to 5:30 p.m. Convenience sites will be closed on Monday as well, operating on normal hours the remainder of the week.

The Stephens County Board of Elections and registration will conduct a Risk Limiting Audit of the June 17, 2025 Special Primary election as required by O.C.G.A. 21-2-498(b)(c) on a State race randomly selected by the Secretary of State. The audit will begin at 9:00 am on June 26, 2025 and must be completed on June 27, 2025. The audit will be conducted at the Historic Courthouse located at 37 West Tugalo Street and the public is welcome and encouraged to attend.

Winter Weather Closings
Based on an abundance of caution, we will be shutting down Stephens County Government tomorrow, Friday, January 10th, 2025 in anticipation of a winter weather event.
The Road Department will still be working to keep the roads clear. All County convenience sites will be closed, to reopen on Monday the 13th.

NOTICE OF CALLED MEETING
The Stephens County Board of Elections and Registration will hold a called meeting on Thursday January 16th, 2025 for the purpose of setting the meeting schedule for 2025. The meeting will be held in the downstairs meeting room of the Historic Courthouse located at 37. W Tugalo Street Toccoa, Georgia beginning at 5:00 pm. The meeting is open to the public.
New Year Closures
Stephens County offices will be closed on Wednesday, January 1st. Have a safe, healthy and HAPPY NEW YEAR! All Stephens County Convenience Centers will be closed January 1, 2025. Wolfpit and Tower Rd will open back up on Friday. White Pines will open back up on Thursday.

HAZARD MITIGATION PLAN PUBLIC COMMENT PERIOD
November 20, 2024
The Georgia Mountains Regional Commission (GMRC) is assisting Stephens County and the municipalities of Toccoa, Avalon, and Martin with the update of their joint Hazard Mitigation Plan, the document is used by local emergency response agencies to identify needs and priorities for managing severe events. The Hazard Mitigation Plan takes into account historical data as well as recommendations from local staff, key stakeholders, and the general public to identify critical needs regarding equipment, facilities, vehicles, policies, and training that will help emergency responders be better equipped for the types of hazardous scenarios most likely to occur in Stephens County.
The draft document is now complete and undergoing State and federal review. During this time, anyone from the general public may read through the document and offer further suggestions or comments about the material and the proposed list of needs and action items. Comments and questions will be taken through December 13, 2024, and should be sent to Adam Hazell at ahazell@gmrc.ga.gov.

The Stephens County Board of Commissioners will hold two public hearings on the proposed county budget for Fiscal Year 2025.
The first public hearing will be held on June 11, 2024 at 6:00 p.m. at the Stephens County Government Building Grand Jury Room, 70 N. Alexander Street.
The second public hearing will be held on June 25, 2024 at 6:00 p.m. at the Stephens County Historic Courthouse, 37 W. Tugalo Street.

In accordance with Georgia Law, O.C.G.A. 36-81, Stephens County’s Budget has been prepared for Fiscal Year 2025. The proposed budget provides revenues and expenditures for the operation of County offices, departments and various programs for Fiscal Year 2025.
A copy of the proposed FY25 County budget will be available for public review on May 28, 2024 at the Stephens County Board of Commissioners, Office of the County Clerk in the Stephens County Courthouse Annex, 802 E. Doyle Street, Toccoa GA during normal business hours, Monday through Friday, 8:00 a.m. to 12:00 p.m. and 1:00 p.m. to 5:00 p.m.
The Commissioners will hold two Public Hearings to receive comments or questions from the public regarding the proposed budget. The first public hearing will be held June 11, 2024 at 6:00 p.m. at the Stephens County Government Building Grand Jury Room, the second public hearing and adoption of the budget will be held June 25, 2024 at 6:00 p.m. at the Stephens County Historic Courthouse.

Georgia Mountains Regional Commission invites public input for update of the Stephens County Joint Comprehensive Plan

GAINESVILLE – The Georgia Mountains Regional Commission (GMRC) is assisting Stephens County and the municipalities of Avalon and Martin with the update of their Joint Comprehensive Plan, the State required document that helps shape and coordinate local work programs for the local governments.
Throughout this process there will be several public meetings and opportunities for public input, all open to residents from throughout the county. The next meetings scheduled for this process are as follows:

As part of this process there is also a brief online survey asking people to give their thoughts on select issues and priorities for the city. Recycle Program
August 6, 2020
The City of Toccoa will partner with Stephens County Government to bring back a recycle program to offer the residents of Stephens County.
Beginning Monday August 10, 2020 you will once again be able to recycle at 2 of the convenience center locations.
White Pines and County Farm Road will be open for recycling of aluminum cans, magazines and newsprint, plastic #1 and #2 only, metal cans and cardboard.
We are very pleased to be able to offer this program.

Notice of Property Tax Increase
August 4, 2020
The Stephens County Board of Commissioners has tentatively adopted a millage rate which will require an increase in property taxes by .82 percent.
All concerned citizens are invited to the public hearing on this tax increase to be held by Teleconference due to COVID-19 on Thursday, July 23, 2020 at 8:30 a.m. and Thursday, July 23, 2020 at 6:30 p.m.
Time of additional public hearings on this tax increase will be held by Teleconference on Friday, July 31, 2020 at 8:30 a.m.
This tentative increase will result in a millage rate of 14.91 mills, an increase of .12 mills. Without this tentative tax increase, the millage rate will be no more than 14.79 mills. The proposed tax increase for a home with a fair market value of $125,000.00 is approximately $6.00 and the proposed tax increase for non-homestead property with a fair market value of $75,000.00 is approximately $3.60.
Commissioners to Meet Remotely Friday, July 31, to Adopt Millage Rate
The Stephens County Board of Commissioners will set the tax millage rate at a teleconference meeting Friday, July 31, at 9:00 a.m. The number to call for the hearing and final adoption is 425- 436-6345 and the access number is: 585174.
Pursuant to the requirements of O.C.G.A. 48-5-32 the commissioners ordered published in the county legal organ the following presentation of the current year’s tax digest and levy, along with the history of the tax digest and levy for the past five years.

2009 and 2014 SPLOST Expenditures Reported by County Commissioners

Stephens County has released its annual report on Special Purpose Local Option Sales Tax (SPLOST) expenditures for the fiscal year ending June 30, 2019. The report allows tax payers to see how funding coming from the 2009 and 2014 SPLOST programs have been planned for and used to date by the county.

These government-wide financial statements include not only Stephens County itself, but also the Stephens County Health Department, Toccoa-Stephens County Public Library, Stephens County Development Authority and Stephens County Hospital.

Resolution Declares Stephens County
A Second Amendment Sanctuary
February 5, 2020
The Stephens County Commissioners have declared the county to be a Second Amendment sanctuary to block enforcement of proposed gun laws that they believe would violate the U.S. Constitution. This declaration affirms support for the Stephens County Sheriff’s policy not to enforce any unconstitutional firearms law.
